The shift arrives alongside a tightening of service terms for existing Game Pass Ultimate members, who now face a 15-hour monthly cap on cloud gaming. This restriction may compel heavy cloud users to purchase additional hourly bundles or curtail their streaming habits. By decoupling access, Microsoft aims to capture a broader audience, particularly those who operate primarily on mobile devices or lack dedicated console hardware.

Beyond direct purchases, the company is experimenting with ad-supported cloud streaming for Xbox Insiders. These maneuvers reflect a broader strategy to expand the ecosystem beyond traditional console ownership, supporting CEO Asha Sharma’s objective to reach a daily audience of one billion people. While previous attempts to launch a standalone Xbox mobile store faced delays and regulatory hurdles, the company remains focused on making its library accessible across diverse hardware platforms.
