Tech leaders have spent years acknowledging that the artificial intelligence industry cannot govern itself, yet the mechanisms for independent oversight remain dangerously undefined. Drawing on six years of experience auditing Meta, the Oversight Board is now urging developers to move beyond empty pledges toward structured, transparent, and binding accountability.

To bridge the widening trust gap, the Board outlines several non-negotiable pillars for effective oversight. These include a mandate rooted in international human rights law, public transparency regarding decision-making processes, and structural independence that prevents companies from leveraging funding to suppress unfavorable rulings. Crucially, the Board suggests that future mechanisms must move toward industrywide standards rather than company-specific silos, which have historically limited the impact of their own work at Meta. By integrating cross-sector expertise—ranging from cybersecurity to child safety—and granting oversight bodies the power to launch independent investigations, the industry can begin to build the necessary guardrails to protect human rights in an era of rapid technological acceleration.
