The rejected amendment sought to elevate neutrality from a practical instrument of security to a fixed constitutional objective. Had it passed, Switzerland would have been stripped of its ability to adopt the sanctions regimes of regional organizations, a move that would have jeopardized economic ties with the European Union. Voters recognized that refusing to join trade measures adopted by their primary partners would have carried severe political and economic costs.
Beyond economic realism, the vote reflected a moral stance. Public support for sanctions against Russia following the invasion of Ukraine highlights that many Swiss citizens do not view neutrality as an excuse to remain silent on human rights or the rule of law. The initiative’s credibility was further undermined by perceived Kremlin interference after Russian Foreign Ministry spokesperson Maria Zakharova publicly favored the proposal, leading opponents to label it as a foreign-backed effort.
