A three-year construction project has culminated in the debut of a 23,279-square-foot behavioral health facility at the Shawnee County Jail. The $21 million addition aims to provide specialized care for detainees, offering targeted clinical pathways for suicide prevention, substance use treatment, and competency restoration within the correctional system.
Designed by HTK Architects, HDR, and Topeka-based KBS Constructors, the unit prioritizes safety alongside rehabilitation. VitalCore Health Strategies, which has managed medical services for the Shawnee County Department of Corrections since 2024, operates the unit as part of its broader clinical mandate. CEO Viola Riggin described the project as a critical step in providing stabilization for at-risk individuals, noting that the center functions as a rehabilitation space intended to enhance both family and community safety.
