Under the terms of the agreement, Envocore will manage the large-scale deployment of advanced metering infrastructure, a critical step toward improving leak detection and resource management for the utility. The firm, a portfolio company of Power Sustainable, will provide the technical logistics and field operations necessary to modernize the island-wide system.
Envocore Wins $129 Million Puerto Rico Water Infrastructure Contract
The Puerto Rico Aqueduct and Sewer Authority has tapped Envocore for a five-year, $129 million modernization program to overhaul the island's aging utility network. The project aims to replace approximately 1.5 million ultrasonic water meters, spanning all 78 municipalities, to improve billing accuracy and curb systemic water loss.

Francis Wheeler, CEO of Envocore, stated that the company plans to leverage its experience with complex infrastructure programs to enhance system visibility for PRASA. This contract marks a significant expansion for Envocore, which has already completed more than 3,800 projects across North America. Investors at Power Sustainable view the initiative as a strategic move to bolster long-term resilience for Puerto Rican communities while addressing essential water efficiency needs.
