A former Navy officer and Defence Attaché to the United States, Rahman applies his background in high-pressure decision-making to the MPABD’s 'Navigating 2030' framework. Rather than competing with regional maritime giants on volume, the authority is carving out specialized niches, including ship-to-ship operations and bespoke maritime services. This shift emphasizes regional integration through the Association of South-East Asian Nations to bolster trade facilitation and collaborative knowledge sharing.
Zil Husam Abd Rahman charts Brunei’s maritime evolution
“Our strategy is to remain agile and strategically focused,” says Zil Husam Abd Rahman, CEO of the Maritime and Port Authority of Brunei Darussalam. Tasked with steering the nation’s maritime sector through a volatile global landscape, he is prioritizing digital integration and niche service capabilities over sheer infrastructure scale.

Digital transformation serves as the backbone of this strategy. The implementation of a maritime single window aligns port clearance processes with international standards, slashing turnaround times and increasing transparency. These efforts extend to sustainability, where the authority is upgrading tier-two oil spill response capabilities and moving toward measurable environmental outcomes. With infrastructure projects underway to double container capacity within the next two years, Rahman is actively courting foreign investment, promoting Brunei’s free-trade zones and incentives to transform the country into a trusted, competitive regional hub.
