Under the new framework, Apple has scrapped the €0.50 Core Technology Fee that triggered widespread developer backlash. In its place, the company will levy a 5 percent Core Technology Commission on digital transactions for apps hosted outside its own ecosystem. Developers utilizing the App Store’s native payment system will face a 26 percent commission, while those opting for alternative payment providers will pay 20 percent. Purchases triggered by external links will incur a 15 percent fee.

Apple is sweeping away its controversial per-download fee, replacing it with a simplified commission structure for European developers. Effective October 1st, the tech giant aims to end its standoff with the European Commission by consolidating business terms for all apps distributed within the European Union, whether via the App Store or third-party marketplaces.
These rates drop further for participants in Apple’s Small Business, Mini Apps, and Video Partner programs. While the changes offer more flexibility, Apple mandates that developers commit to their chosen payment configurations for at least 12 months. Furthermore, the company maintains strict eligibility requirements for third-party marketplace operators, requiring proof of financial stability through audits or public trading status to ensure they meet the standards set forth under the Digital Markets Act.
