South Africa Targets R2.2 Trillion Energy Expansion with China

More than 260 officials and industry leaders gathered at POWERCHINA’s Beijing headquarters this week to map out an ambitious energy overhaul. The two-day conference aims to secure long-term partnerships for South Africa’s Integrated Resource Plan 2025, a massive infrastructure roadmap requiring R2.2 trillion in investment through 2039.

South Africa’s minister of electricity and energy, Dr. Kgosientsho Ramokgopa, described the current period as a decisive decade for the nation’s power transformation. The government’s plan involves adding 105 GW of generation capacity, incorporating a mix of wind, solar, nuclear, and natural gas. Beyond generation, the strategy addresses critical grid constraints by prioritizing the construction of 14,500 kilometers of transmission lines, a task requiring R440 billion in capital over the next ten years.

POWERCHINA, which has operated in South Africa since 2008, serves as a primary candidate to facilitate these projects. The company currently manages 1.9 GW of renewable capacity in the country, including the 100 MW Redstone concentrated solar power facility and the Oya hybrid energy project. Beyond electricity, the firm is also driving the Mokolo-Crocodile Water Augmentation Project, an initiative designed to supply 75 million cubic meters of water annually to key power stations and industrial hubs.

President Wang Xiaojun emphasized that the company intends to move beyond mere construction by focusing on local procurement and technical training. By establishing welding centers and university partnerships, the firm aims to address the skills gap while supporting the supply chains necessary for South Africa’s long-term industrial growth. The Beijing conference serves as the foundational step for a formal energy investment partnership between the two nations.
