With global financial crime recovery rates stagnant at under 1%, Sioux Falls-based Section 2 is debuting a platform designed to shift the focus from tracking individual transactions to identifying the durable criminal networks behind them, aiming to replace high-volume alert fatigue with actionable threat intelligence.

The financial industry currently faces a persistent compliance crisis: institutions spend over $200 billion annually on anti-money laundering (AML) efforts, yet roughly 98% of financial crime goes undetected. Traditional monitoring systems produce false-positive rates as high as 95%, creating a bottleneck where manual review teams are overwhelmed by alerts at a 50:1 ratio against their actual capacity. Section 2, founded by veteran industry expert Debra Geister, argues the core failure lies in the industry's obsession with individual transactions, which criminals can generate and abandon cheaply.

Instead, the company’s new Hybrid Threat Central (HTC) platform utilizes a proprietary methodology that extends the standard three-stage AML model to five, incorporating the revenue generation and operational sustainment phases of illicit activity. By integrating with existing infrastructure via Google Cloud and Vertex AI, the system acts as an intelligence layer rather than a replacement. In initial deployments, the platform’s TENet component reportedly slashed false-positive rates from 94% to 18%. This approach aligns with evolving regulatory expectations, specifically FinCEN’s national priorities and the federal effectiveness rule, which demand that institutions prove their compliance programs produce tangible outcomes rather than mere alert volume.
