After a three-decade career managing multi-billion-dollar infrastructure projects for the U.S. Army Corps of Engineers, Catheren Gill has been promoted to Vice President of Strategic Programs and Services at the National Institute of Building Sciences, where she will oversee the organization's core mission-critical initiatives.
