Panamint Capital Launches 1.2 GW Solar Project on Texas Coal Site

A 1.2-gigawatt solar array is rising from the dust of the Twin Oaks power station in Robertson County, Texas. Panamint Capital has broken ground on the $1.7 billion Big Rooter Power project, marking the largest solar installation to date at an existing North American coal mining site.

Construction has commenced on the 491 MW first phase, Big Rooter West, with a target commercial launch in August 2028. The second phase, a 658 MW addition, is slated to begin development this December and join the grid by August 2029. Beyond the panels, the 10,000-acre site is evolving into a multi-faceted energy and digital hub. Panamint’s plans for the complex include 1.6 GWh of battery storage, 790 MW of data center capacity, and 20 miles of new 345 kV transmission lines.

Economic impact remains a central pillar of the redevelopment, with the project expected to generate over 800 construction jobs and contribute $66 million to the local economy. Panamint CEO Apolka Totth described the build as a strategy to maximize existing infrastructure while securing regional energy dominance. SOLV Energy will oversee the engineering and construction, while First Solar provides roughly 2 million panels manufactured in Ohio, Louisiana, and Alabama. The reliance on domestic supply chains extends to the installation of 34,000 tons of American-made steel, supporting a long-term power purchase agreement that aims to fuel industrial growth through the 2050s.
