Frank Fernandez Tapped to Lead Reinvestment Fund

The Philadelphia-based Community Development Financial Institution has appointed Frank Fernandez as its new President and CEO. Fernandez, who currently leads the Community Foundation for Greater Atlanta, will succeed long-time executive Donald Hinkle-Brown this September, taking the helm of the organization after a nationwide search conducted by Korn Ferry.

Fernandez brings a background in financial services and community revitalization to the role. During his tenure at the Community Foundation for Greater Atlanta, he managed $235 million in annual grant-making and impact investments. His previous leadership experience includes a senior position at The Arthur M. Blank Family Foundation, where he spearheaded place-based initiatives focused on social justice, climate resilience, and education. He also held roles at Green Doors and PeopleFund in Austin earlier in his career.

Saul Behar, Chair of the Reinvestment Fund Board, cited Fernandez’s track record in inclusive growth as a primary factor in the selection. The appointment concludes a transition process initiated in February when Hinkle-Brown announced his departure after 35 years with the institution. As CEO, Fernandez will oversee the organization's strategic direction, focusing on the expansion of its national lending and investment portfolios to support affordable housing, healthcare access, and local business development.
