This launch builds on the company's previous entry into the region, following the 2025 introduction of an excess product meant to supplement the California FAIR Plan.
Risk Theory Targets California Wildfire Risks with New E&S Homeowners Program
California homeowners struggling to find coverage in high-hazard wildfire zones now have a new option as Risk Theory Insurance Services launches Jupiter Platinum Home. The surplus lines program provides up to $25 million in total insured value, specifically targeting properties that traditional carriers have largely abandoned.

Executive Vice President Jessica Furrow-Young emphasized that the platform is engineered specifically for wildfire exposure rather than avoiding it. The company has integrated its own claims team, Applied Claims Group, into the product to ensure policyholder support. By streamlining the quoting process through a dedicated portal, Risk Theory intends to reduce the administrative friction that has frustrated retail agents operating in California’s volatile insurance landscape. A broader rollout is scheduled for later this summer, following an initial soft launch with select retail partners.
