The Al-Risha development leverages Jordan’s domestic natural gas resources to power modular data centers, allowing for rapid deployment cycles of just three to four months. By integrating on-site power generation with specialized telecommunications, the campus offers segregated compute zones designed for government, defense, and enterprise clients who require strict data isolation and sovereignty.
Mindstream Energy to Build 400 MW Sovereign AI Campus in Jordan
A 245-acre site in Al-Risha will soon host a massive energy-to-compute facility, as Houston-based Mindstream Energy launches a local subsidiary to develop 400 megawatts of capacity. The project aims to anchor Jordan as a regional hub for artificial intelligence, sovereign cloud services, and high-performance computing infrastructure.

To address regional climate constraints, the facility will utilize recirculating cooling technologies that eliminate the need for external water sources. H.E. Dr. Tareq Abu Ghazaleh, Jordan’s Minister of Investment, noted that the project aligns with the Kingdom's goal of fostering a competitive, knowledge-based economy. Mindstream Energy CEO Mark F. Thimmig emphasized that the ability to convert secure energy access into compute power will define the next phase of regional AI growth, positioning the site to become one of the largest modular infrastructure campuses in the Middle East.
