The transaction, finalized June 30, 2026, follows a two-decade relationship during which the Borough relied on the utility for a portion of its supply. With the Board of Public Utilities granting municipal consent, the company now assumes full responsibility for service delivery. Mayor Ryan Kennedy described the transfer as a necessary step to secure long-term infrastructure health and rate stability for the community.
New Jersey American Water Acquires Hopewell Borough System
Following a voter-approved referendum, New Jersey American Water has officially acquired the Hopewell Borough water system for $6.4 million. The deal adds 930 customer connections to the utility’s state footprint and triggers a $7 million commitment to modernize aging infrastructure and eliminate local PFAS contamination concerns.

Immediate technical improvements include the decommissioning of a local well identified with elevated PFAS levels, shifting the supply entirely to the company’s Canal Road and Raritan Millstone treatment plants. Over the next five years, the utility plans to replace all lead and galvanized steel service lines, alongside necessary upgrades to hydrants, water mains, and customer meters. For local residents, the transition brings access to the company’s digital account portal and regional financial assistance programs.
